TO THE AUTHORS Rules of sending, reviewing and publishing articles

The Editorial Staff of Tyazheloye Mashinostroyeniye' journal reminds you that the materials submitted for publication are to meet the following requirements:

  1. The manuscript and the abstract of the article are to be presented in two versions -electronic and printed. The electronic version of the article is to be submitted typed on a computer in the WinWord editor with TXT, DOC, RTF extension and recorded on a floppy disk or CD. The desired volume of the article is no more than 10 pages printed at 1.5 intervals, font 14 (in computer printout) and 5-6 black and white, colored drawings (illustrations), or photographs. Graphic illustrations, tables must are not to be added to the text of the article, but are to be attached after the text in the order specified in the text. The captions are to be made on a separate sheet. Acceptable image formats are to be TIF, JPEG.
  2. The article is to have a UDC (universal decimal classifier code). The units of measurement of physical quantities are to correspond to the SI system.
  3. The list of references is to be drawn up in accordance with the established procedure under GOST 7.1.-2003. References to the literature are to be made in the order of citation.
  4. The abstract of the article is to be drawn up on a separate sheet as follows: the title of the article, initials and surnames of the authors, a brief description of the article (nearly 40 words) in Russian, then the title of the article, initials and surnames of the authors, a brief description of the article in English. Keywords (5-6 words) are to be given after the title of the article.
  5. A separate sheet is to contain information about the authors: the  surname, first name, patronymic name, position, academic degree and title, name of the organization, postal address, telephone, e-mail address.
  6. The article is to be accompanied with a letter from the organization recommending it for its publication. The article is to be signed by the authors.
  7. All scientific articles submitted to the editorial office of Tyazheloye Mashinostroyeniye journal are to be peer reviewed using a mandatory single-blind type (the reviewer knows the authors of the manuscript, the authors of the manuscript do not know the reviewers).
  8. Peer review of articles is to be carried out by members of the Editorial Team and Editorial Board as well as invited reviewers – leading experts in the relevant industry in Russia and other countries. The decision on the choice of a reviewer for the article examination is to be made by the editor-in-chief, deputy editor-in-chief. The review period is to be 2-4 weeks, but it may be extended at a reviewer's request. All reviewers are to be recognized experts on the subject of peer-reviewed materials and have publications on the subject of the reviewed article for the last 3 years.
  9. Each reviewer has the right to refuse a review if there is a clear conflict of interest affecting the perception and interpretation of the manuscript materials. Based on the results of the manuscript peer review, a reviewer is to make recommendations on the further fate of the article (each reviewer's decision is to be justified):   - the article is recommended for publication in the present form; - the article is recommended for publication after correction of the shortcomings noted by the reviewer; - the article needs additional peer review by another specialist; - the article cannot be published in the journal.
  10. If the review contains recommendations for correction and revision of the article, the Editorial Staff sends the author the text of the review with a proposal to take them into account when preparing a new version of the article or to refute them (partially or completely) with reason. The revision of the article is not to take more than 2 months from the date of sending the authors an e-mail about the need to make changes. The article modified by the author is to be re-sent for peer review.  If the authors refuse to revise the materials, they are to notify the Editorial Staff in writing or orally of their refusal to publish the article. If the authors do not return the revised version after 3 months from the date of sending the peer review, even if there is no any information from the authors with a refusal to revise the article, the Editorial Staff is to remove it from the register. In such situations an appropriate notification is to be sent to the authors about the withdrawal of the manuscript from registration due to the expiration of the time allowed for revision.  If the author and reviewers have unresolved contradictions regarding the manuscript, the Editorial Board has the right to send the manuscript for additional peer review. In conflict situations, the decision is to be made by the editor-in-chief at the Editorial Board meeting.
  11. The decision to refuse publication of the manuscript is to be made at the Editorial Board meeting in accordance with the reviewers' recommendations. An article not recommended for publication by the Editorial Board's decision is not to be accepted for reconsideration. The Editorial Staff is to send the authors of the submitted materials copies of licenses or a reasoned rejection by e-mail.
  12. The presence of a positive peer review is not to be a sufficient reason for the publication of the article. The final decision on publication is to be made by the Editorial Board.
  13. After the Journal Editorial Board makes a decision on the admission of the article for publication, the Editorial Staff informs the author about it and specifies the publication dates. In conflict situations, the decision is to be made by the editor-in-chief. The original peer reviews are to be kept in the Journal editorial office for 5 years.
  14. The editorial board undertakes to send copies of peer reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request to the editorial office.
  15. Publications in Tyazheloye Mashinostroyeniye journal are included in the calculation systems of citation indexes of authors and journals. The citation index is a numerical indicator that characterizes the significance of this article and is calculated on the basis of subsequent publications referring to this work.
  16. The Journal is indexed in the following systems: The Russian Scientific Citation Index is a bibliographic and abstract index implemented in the form of a database accumulating information about the publications of Russian scientists in Russian and foreign scientific publications. The RSCI project has been developed since 2005 by the Scientific Electronic Library Company (elibrary.ru). By 2012, more than 2,400 domestic journals were available on the elibrary platform.
  17. The Editorial Staff conducts its activities in accordance with the provisions of Chapter 70 "Copyright" of the Civil Code of the Russian Federation.
  18. Upon receipt of the article for publication, the author is to sign a written consent to the publication of the materials provided. Also, upon receipt of materials, a covering letter from the organization is to be attached to the article, which is to indicate that these materials do not contain secret scientific or commercial information not subject to disclosure.
  19. Only original articles that have not been published anywhere before are to be sent to the editorial office for publication by the author(s). If the editors find plagiarism in the submitted materials, the Editorial Staff is to refuse to publish the article and reserve the right not to accept the author's materials for publication in the future.
  20. All submitted articles receive feedback from at least one reviewer who is among the leading experts in this scientific field. The name of the reviewer and other information about him, as a rule, are not to be disclosed. The Editorial Staff is to provide the reviewer with a mandatory form (questionnaire) to fill out and undertakes to receive the most objective peer review.
  21. The Editorial Staff does not accept for publication materials of a political nature and articles containing incorrect or deliberately false information.
  22. When submitting an article for publication, the author is to provide information about himself, including the name of his employer, position and contact information, part of which – employer and e-mail address – will be subsequently published in the Journal.
  23. The Editorial Staff of Tyazheloye Masinostroyeniye journal is fully responsible for the materials published in the Journal. The staff will do everything possible to resolve conflict situations related to publications, including the publication of refutations and corrections of errors in articles and reviews.
  24. Publication in the Journal is free for authors. The Editorial Staff does not charge the authors for preparation, placement and printing of materials. 25. Unpublished data obtained from submitted manuscripts cannot be used in personal research without the author's written consent. Information or ideas obtained during the peer review and related to possible benefits are to be kept confidential and not used for personal gain.
